You know, I'm sure there's a pattern of real-world phenomenon here (what kind?) that Chaz could spot in an instant, but-
The geographic "pools" of Deltas (Seattle, for another example) reminds me of one of the PTB's books alluding to more desirable (even more magical-in-a-good-way) locations. I always figured Emma Knew Something!!!

The Seelie Court follows the Makers - the musicians, the artists, the writers, the crafters. Because, at least as I see it, the Fae are technically extremely competent but lack that... gah . words. Here in China the Unseelie seem to be in retreat generally but not everywhere. There are whole regions of geography and policy both that are clearly still Unseelie.
