Nah, I immediately thought LEO was Low Earth Orbit myself, but twigged after a few seconds thought that Law Enforcement Officer made much more sense.

You can clear rooms from Low Earth Orbit.

Anyone know which magazine it was serialized in before publication as a book? 'Cause whichever it was, that was the one my father subscribed to that year, and that's where I read it first. (In installments. Aaaarrrgggghhhh. Waiting a month for the next section - can't remember whether there were five or six installments, and my Google-fu is week today.)
