I'd have to agree with this. Slow release is the best way possible. Eventually, when it hits the news, police departments in major cities kind of nod and say,"yeah it's really scary, but it happened here once and we called the ACTF and it got dealt with." Nothing to see here, please move along.

It's when it becomes a thing mentioned as a play during budget wrangles and departmental turf wars that you'll know it's reached the industry consciousness as Just One More Damned Thing We Have To Deal With, And We're Short-Staffed and Under-Funded As Usual... and that sort of complaining reassures the public.

What? Maybe it's just me.
