Because silly is cathartic, darn it! He's always in the right/wrong place at the right/wrong time. He's exactly where he needs to be. His general approach to life is cheerfully loony, but do not piss him off. He has a vast array of knowledge and acquaintances. His TimeLord name/title is The Reporter His Tardis takes the form of a motorcycle or vespa, or in a pinch, a suitcase or briefcase. Anything else to add to the theory?

He also wrote to us from the future, which is impressive.
Upon seeing the Untempered Schism, he immediately wrote down what he saw but would never tell anyone the same thing twice about it. He wasn't even meant to be there that day...
His TARDIS could be his Vespa (or is it a Harley Softail - chameleon circuit!). Think about the affection he shows it.

And because I just got done checking the forecast (for reals) for an event we're going to my brain served up this snippet- "Today's weather is expected to be partly Time Lord with a 99.999% chance of slightly unbelievable yarns. However, there is a slight chance of particularly sharp shooting in the third act. Basically, running won't help but go ahead if it makes you feel better."
