Because silly is cathartic, darn it! He's always in the right/wrong place at the right/wrong time. He's exactly where he needs to be. His general approach to life is cheerfully loony, but do not piss him off. He has a vast array of knowledge and acquaintances. His TimeLord name/title is The Reporter His Tardis takes the form of a motorcycle or vespa, or in a pinch, a suitcase or briefcase. Anything else to add to the theory?  |

He also wrote to us from the future, which is impressive.
Upon seeing the Untempered Schism, he immediately wrote down what he saw but would never tell anyone the same thing twice about it. He wasn't even meant to be there that day...
His TARDIS could be his Vespa (or is it a Harley Softail - chameleon circuit!). Think about the affection he shows it.
