I had to junk the idea just as I got to the end because I felt like a hack and that the original body count was just completely unworkable. I'm re-doing it from the start. Which brings me to ask, would anyone like to help out with this? I've got a cast, most of their backstory, the unit formation and history, one character LJ with not a lot on it, and a great respect for the PTB because I never realised what a huge undertaking this would be.  I'd love to be able to bounce ideas round with other people to see what is and what isn't workable.  ?

Actually wasn't there a doctor in the UK who killed well over 100 people and nobody noticed for decades? I'm sure if your baddie went from city to city killing only the least-noticeable people (gangsters, homeless, gypsies and other transients) he or she could kill a whole lot of people without any real danger of getting caught. Alternatively he could release an airborne/aerosolized neurotoxin into an office building's ventilation system, if you want to do it all at once. A building like a nursing home or other medical facility would have a reliably high body count.

Obviously the UK would have their own SU. While Shadow Unit employees might, as individuals and as the SU team, be more interested in actually catching gammas than playing petty power games with the French/Germans/Italians/Swiss/Poles/etcetcetc, chances that Scotland Yard would see it that way are so low that only Chaz would have enough significant digits memorized to tell you one that wasn't a zero.
Come to think of it, culture and history leaves lots of room in the Euro SU for snippy nationalistic infighting, um deliberate misunderstandings, sorry trying again sly phrasings that could be meant as a slur on one's nationality but of course were not meant that way, how could you even think, sorry still no—ah! Bureaucratic Nonsense inflicted on Our Heroes by people who are confident that their workday is not going to involve anyone leaping out of a closet at them with a big knife. Who would even run such an organization? the EU? God help them.

The EU may actually be a better bet than anyone else. One advantage of a semi-independent bureaucracy is you aren't actually beholden to political whim, so the professionals can get on with what needs doing. Some of the more useful disability rights legislation has come out of the EU rather than Westminster, Eurocontrol is leading on air traffic control modernization, ESA is a major force in space exploration, the EU has taken the lead on greenhouse gas emissions trading and so on. This isn't to say there aren't simultaneously problems, but a transnational EU Shadow Unit is actually a reasonable possibility.
